How many cards in Rummy?
Thirteen each. Every other number in the game follows from that one.

Why thirteen
Thirteen is enough to hold four groups of three with one card spare, which is what a finished hand looks like: two sequences, two sets, and the thirteenth card discarded to declare.
It is also why the pure sequence requirement bites. Thirteen cards will usually yield some groups; making one of them a natural run with no joker in it is the part that takes work.
Two decks, not one
With six players at thirteen cards each, seventy-eight cards leave the deck before the first turn. A single 52-card deck cannot deal that hand.
Two decks also mean duplicate cards exist — two seven of hearts, for instance. That matters for sets: most tables do not allow the same card twice in one set, because the suits must differ.
The joker count surprises people
Two printed jokers is the obvious answer, and it is wrong by eight.
One card is turned face up at the start of the round, and every card of that rank becomes wild — four in each deck, eight in total. So a round typically has ten wild cards circulating, not two. See Rummy joker rules.
How it compares
21-card rummy deals twenty-one from three decks and adds extra joker types. Gin Rummy deals ten to two players and ends with a knock rather than a declaration.

That last row is the one that matters at the table. Thirty-two of the 104 cards are worth ten points each — jacks, queens, kings and aces across both decks. Eight of them stranded in your hand is already the 80-point cap.
