Hukam in 3 Patti
A card is turned face up and every card of that rank becomes wild for the hand. The ranking never changes — only how easily you reach it.
One card is drawn and all four cards of that rank become wild. If a nine is turned, every nine is a joker for that hand.

About one hand in five. Those are the same numbers as the Joker variation in 3 Patti, because the mechanic is the same — one rank, four cards. The names differ by table and by app, not by arithmetic.
The disagreement worth knowing
We checked seven published descriptions. Six say Hukam draws a card and makes that rank wild. One describes it instead as naming a trump suit, where any card of that suit can act as a wild.
The two readings behave very differently: a rank reaches 21.74% of hands, a whole suit reaches 58.65%. Agree which one before the deal — it is the single biggest unstated assumption in this variation.
The word itself is the clue. Hukum means spades in Hindi, alongside paan, eent and chidi — the vocabulary is on taash ke patte, card names in Hindi — which is likely where the suit reading came from.
