Not a ranking game. You are aiming at one target figure — nine, nine, nine — and the hand closest to it takes the pot.
The hand closest to 9-9-9 wins, and three nines is the perfect hand. Jacks, queens and kings count zero; every other card counts its face value.
The perfect hand, counted
Three nines is what the name points at, and it is rarer than a trail of aces in the standard game.

Four hands out of 22,100. One deal in 5,525 is the perfect hand, which is why the game is really about who lands nearest rather than who lands exactly.
Face cards are the trap
A jack, queen or king counts nothing here. A hand of K-Q-J — strong enough to hold in standard Teen Patti — is worth zero in 999 and loses to almost anything.
That inversion is the whole skill of the variation, and it catches out exactly the players who know the standard ranking best.
How closeness is judged varies by table
Published descriptions agree on the target and on face cards counting zero. They differ on how a near miss is scored — some tables compare the three-digit figure, others compare the total.
Settle it before the first deal. It is the same kind of unstated assumption as the joker argument in the rules disputes we counted, and it decides who wins the hands that are not perfect.
