Blackjack dealer rules
The dealer acts last, sees everything, and is allowed to decide nothing.
Draw on 16 or less. Stand on 17 or more. That is the entire procedure, and the dealer has no authority to deviate from it.
The only variable is soft 17 — whether a seventeen containing a flexible ace counts as seventeen or gets drawn on. That rule is fixed by the table before play begins.
The procedure
- Every player finishes their hand first.
- The dealer reveals their face-down card.
- If the total is 16 or less, the dealer draws.
- Repeat until the total reaches 17 or more, then stop.
- If the dealer exceeds 21, everyone still in the hand wins.
No discretion, even when it is obviously wrong
This is the part that surprises people watching for the first time. Suppose every remaining player is standing on eighteen and the dealer turns over sixteen. The dealer knows they are beaten. They must still draw — and they will bust more often than not.
Equally, if every player has already busted, the dealer still plays the hand out. The outcome no longer matters, but the procedure runs anyway.
Why the rule exists at all
The dealer acts last and can see every final total on the table. If they were allowed to choose, they would simply stop the moment they were ahead of everyone, and no player could ever win a close hand.
Fixing the dealer's behaviour is what makes the game playable. It also means your entire advantage comes from having choices while the dealer has none — you can stand on twelve against a dealer showing six precisely because you know they must draw and are likely to bust.
The soft 17 rule

Drawing on soft seventeen is a free roll for the dealer — the card cannot bust them, and it might improve a mediocre hand. That is why the rule matters more than its rarity suggests, and why a table's choice here is usually posted rather than left ambiguous.
