Online or offline decides the rest
A real-time multiplayer game has to identify you. Accounts, matchmaking, chat and leaderboards all need it, so location and personal information appear under Data Safety as a consequence of the feature set.
A single-player offline game has nothing to match you against and no reason to know who you are. What it declares — app activity and device identifiers — is what any Android build with crash reporting declares.
Neither is wrong. They are different products, and the listing tells you which one you are installing before you install it.
Different games under the same word
Worth checking before installing: Gin Rummy and Indian Rummy are not the same game. Gin deals ten cards to two players and ends with a knock; Indian Rummy deals thirteen to as many as six and requires a full declaration with a pure sequence.
An app named simply "Rummy" could be either. The store description will say which within the first two lines.
