Is rummy legal in India?

The short answer is yes for the game, and separately no for playing it with real money online.

Rummy is treated as a game of skill in Indian law, and games of skill sit outside most state gambling prohibitions.

Real-money online play is a separate question, and it was prohibited nationally under legislation passed in 2025. The skill classification does not exempt it.

What "game of skill" actually means

The test is whether decisions change the outcome. Not whether luck is involved — luck is involved in most games — but whether a better player wins more often across many hands.

Rummy passes it clearly. You choose which pile to draw from, which card to release, whether to drop early and take a smaller Rummy scoring penalty and take a small penalty rather than a large one. Those decisions accumulate, and over a session they decide who wins.

That last column is the honest version. Two of the six games we document have no skill component at all once the deal begins — the result is fixed the moment the deck is shuffled.

Free play is a different question entirely

An app with no deposits, no withdrawals and no cash prizes is not gambling under any Indian definition. There is nothing to win and nothing to lose.

The games we publish are in that category. Chips are virtual counters with no monetary value and no way to convert them into anything. The 18+ content rating some carry reflects the card-table theme, not a money mechanic.

Why the distinction gets blurred

Search for almost any Indian card game and the results fill with real-money platforms. They compete for the same rule queries because that is where the audience starts, which makes it look as though the game and the money are the same subject.

They are not. Rummy is a 13-card melding game with a documented rule set that predates every platform now advertising it, and it is playable with a deck of cards on a table.
