Call Break vs Rummy

Where the difficulty sits
In Call Break it is front-loaded. You look at thirteen cards and say a number before a single card is played, and that number decides your maximum score for the round. Call Break bidding is most of the game — the play itself rarely surprises anyone.
In Rummy it is distributed. There is no upfront commitment; instead you make a small decision on every turn about what to draw and what to release, and those accumulate. A round is lost by twenty slightly wrong discards rather than one wrong number.
Call Break punishes overachieving
This has no equivalent in Rummy, or in most card games at all.
Once you have made your call, every additional trick is worth 0.1 points. Meanwhile the spade you spent taking it is gone, and you may need it in four tricks' time. Winning more than you promised is usually a mistake — see Call Break strategy.
In Rummy there is no such thing as finishing too well. A clean declaration scores zero and that is the best possible outcome.

Call Break is an open game. Every card played is visible to everyone, so by the eighth trick a careful player knows roughly what is left.
Rummy is closed. You see only what people discard, and what they take from the open pile. A player drawing from the closed deck every turn tells you nothing at all.
